Howard County Special Education Community Advisory Committee (SECAC)
Howard County SECAC is a group of parents of children who receive special education services or who have learning differences who are working to improve the Howard County Public School System for ALL students. 

Maryland State Law includes a provision for each school system to establish a Special Education Advisory Committee to advise the Department of Special Education and the Local Board of Education about issues and concerns related to children receiving special education services. 

The Howard County SECAC was established in 1996 and has a strong history of advocating for children receiving special education services.  Among its accomplishments are:
  • participation on workgroups including ESY, Early Identification for Learning Disabilities, Close Adult Supervision and others;
  • participation on the budget committee,
  • giving public testimony to the Board of Education , testifying to the County Counsel,
  • Hosting Forums with the Department of Special Education,
  • Hosting Board of Education Candidate's forums,
  • Hosting an annual meeting with the Superintendent of Schools,
  • Giving input on proposed budget priorities and staffing plans and
  • Generally advising the Department of Special Education and the Board of Education on issues related to children receiving special education services or who learn differently
  • Annual staff recognition night that has grown in participation each year.
